Development of Pavement Maintenance Specifications including product specifications and application techniques. Development/Modification/Improvement of proactive pavement maintenance programs. This includes standardization of asphalt repair, seal coating and striping products and application techniques and fine tuning scheduled maintenance time intervals based on site traffic, weather conditions and the age of the property. Emerald also has the ability to offer input on development of efficient and cost effective bidding programs as well as the choice of appropriate software to conduct the programs such as "Ariba", "CombineNet" or other options.
