Storm windows are a secondary window that typically rest on the exterior side of the primary sash (occasionally from the interior side) and are were originally constructed of wood and latter of various materials including aluminum. Storm windows have many functions. It is debatable what the most important function is but I am inclined to think it is a toss up between providing more insulation and protecting the primary sash from the elements i.e. Storm windows typically rest inside a rabbet and are fastened in place using half turn bottons or full turn buttons.

Casement windows are basically small doors. They can open inward or outward or can be put together in a double detail to have two sets of windows working together opening inwards and the second set opening outwards. This provides you with a double pane window detail but on a larger scale. Casement windows are more simple in nature but knowing how to make them operate again is more difficult when the sash have sagged (or racked), the opening has racked, the sash and opening have racked together or someone trimmed the wood of the sash after sagging to make it close better.
