Hulbert Engineering and Land Surveying is a family-owned business managed by Gene Hulbert Jr., President, and Raymond Hulbert, Vice President, located in downtown Binghamton, New York. We provide professional services in Civil, Environmental, and Construction Engineering, Code Review and Land Surveying including residential clients, municipal, State and Federal agencies, educational facilities, commercial and private businesses throughout New York and Pennsylvania. We have a firm commitment to customer service and satisfaction by pinpointing the specific goals, needs, and challenges of each project.

Since our founding in 2002, Hulbert Engineering and Land Surveying has consistently provided outstanding professional services in both residential and commercial projects. We have performed Civil, Environmental, and Construction Engineering including Clerk of the Works, Project Management, Constructability Reviews, Construction Administration, Land Surveying and Mapping for the Binghamton City School District's thirteen schools and buildings since 2002. Since 2011, we have performed Civil Design Services, Land Surveying, and Project Management for the Johnson City Central School District.

ALTA/NSPS Land Title Surveys provide detailed information for the title insurance companies, create a uniform national standard and provide legal protection for both the surveyor and the client. The ALTA/NSPS survey allows a client to order a survey of land in a different state or region and provides assurance that it meets the standards set by the American Land Title Agency and the National Society of Professional Surveyors. A basic boundary survey establishes or re-establishes a boundary line between neighboring (adjacent) properties.

Our design team approaches each street reconstruction project with creative ideas to maximize safety, minimize cost, and create adaptive solutions to handle any unique challenges. Wastewater collection and treatment are the cornerstone components of any community's infrastructure. Business and residential development hinges on appropriate systems, as does the long-term viability and sustainability of the community. Encompassing a myriad of services from facility planning and design to regulatory compliance, evaluation, and schematics for wastewater treatment and sludge management, Hulbert Engineering and Land Surveying, DPC has familiarity with and knowledge regarding these issues.
