Fred Phelps, owner and licensed land surveyor, oversees all functions of the firm. He began his surveying career in 1971, after receiving a B.A. from Sonoma State University. Fred began private practice in 1977, forming Brunner-Phelps & Associates. The corporate name and structure of his practice changed to Fred M. Phelps & Associates, Inc. in 1980. With over 45 years of expertise in land surveying, Fred has served as an expert witness in over a dozen court cases for clients engaged in litigation concerning their property.
