Inland Power and Light engaged EES Consulting to conduct a Conservation Potential Assessment (CPA) study in accordance with Washington's I-937. Importantly, Inland recognizes that conservation is often the lowest cost resource and as such is an effective means to delay and reduce the need for more expensive generating resources. Washington's I-937 state renewable energy law requires utilities with 25,000 or more customers to use eligible renewable resources, which does not include hydropower, to meet a portion of customer power need and to acquire all cost-effective conservation starting in 2010.
