Founded in 1986, QRI's original mission was to perform environmental consulting and remediation services at oilfield legacy sites in coastal Louisiana. From 1986-2007, all of QRI's client base were private industry customers. In 2004, QRI was granted 8(a) certification by the U.S. Small Business Administration (SBA). It was the 8(a) Program that introduced QRI to government contracting. QRI's Federal contract history began in the aftermath of Hurricanes Katrina and Rita. In 2007, QRI leveraged their past experience as a subcontractor on EPA START missions, along with the ability to rapidly mobilize and manage dozens of crews, to win three Personal Property Debris Removal (PPDR) contracts with concurrent periods of performance for the USACE, Recovery Field Office out of New Orleans.
