On the bottom of the branch you can see a small group of bees. These guys are looking for a new home and have stopped here to rest. Generally if you let them be they will move on on their own

This is a swarm of bees that decided to rest on somebody's wall. Although most common in the springtime this can happen year round on a warm day.
