Public Safety Consulting & Research Services
Justice & Security Strategies (JSS) was founded in 2003 to provide consulting services to law enforcement and public safety agencies. As a nationally recognized leader in public safety research, we partner with agencies seeking data-driven, innovative solutions to public safety problems. Our expertise lies in research and evaluation, technical support, and grant administration for nationally and locally funded initiatives serving large and small agencies across the country. Since our inception, we have worked with law enforcement departments, prosecutors' offices, and community-based organizations to improve police performance, implement body-worn camera programs, and develop crime reduction strategies. Our applied research approach ensures projects are practical and valuable to practitioners, with reports written specifically for operational use. We have administered over $15 million in micro-grants to small, rural, and tribal agencies for body-worn cameras since 2021.

Our team has partnered with the Los Angeles Police Department for over 15 years, supporting homicide investigations, justice and mental health initiatives, and anti-Asian hate crime prevention. We also collaborate with the Baltimore and Miami Police Departments on crime gun intelligence centers and provide direct support for body-worn camera implementation nationwide through contracts with the Bureau of Justice Assistance. Our leadership includes Dr. Craig D. Uchida, President and Founder, and Dr. Shellie E. Solomon, Chief Executive Officer, both of whom bring decades of experience in criminology, policy analysis, and public safety innovation. We remain committed to advancing evidence-based practices that strengthen communities and enhance public safety outcomes.
