Yes crotales can be re-tuned. Changes in the metal over time affect the pitch. Sometimes internal cracks develop from hard playing or problems from when they were originally cast during fabrication. Sometimes they can be re-tuned and remain at a stable tuning, other times not. Here is a picture...
