San Antonio Water System serves 1.9 million people in Bexar County as well as parts of Medina and Atascosa counties. The population includes more than 511,300 water customers and 457,600 wastewater customers. SAWS service areas are established by its permits from state regulatory authorities. The service area for water supply includes most of Bexar County, several suburban municipalities and adjacent parts of the county. In addition to serving its own retail customers, SAWS also provides wholesale water supplies to several smaller utility systems within this area.

The Community Conservation Committee generates conservation program ideas and helps build support for those programs throughout the community. In place of regular committee meetings, the CCC may break into smaller focus group meetings during the year to discuss program areas of a specific interest. Brice Moczygemba is chairperson of the Community Conservation Committee (CCC) for the San Antonio Water System, a volunteer group that provides community input on water conservation projects and programs.

The annual budget process is an effort to strike the appropriate balance between ensuring that rates remain affordable for SAWS customers and ensuring the ongoing operational and financial integrity of the organization. The 2021 Operating Budget and Capital Improvement Program will allow the utility to continue providing high quality water, wastewater, recycled water and chilled water services at reasonable costs, while also maintaining a healthy financial position.

The Citizens Advisory Panel focuses on water resource development projects. The panel receives information from SAWS staff about current and proposed future water supply projects, discusses the information and then produces a benchmarking document based upon established criteria. Robert Sheldon is currently chairman of the Citizens Advisory Panel for San Antonio Water System, a volunteer group that provides oversight and input on water resource planning and delivery. He is a nationally recognized public relations professional and has been an accredited member of the Public Relations Society of America (PRSA) for more than four decades.
