ATL was established by Spencer F. Thew in 1967, born from his entrepreneurial vision to fill an important role in society. Spencer, an Engineer by profession, obtained his Civil Engineering degree from Clarkson University and gained invaluable experience while serving in the United States Army with the United States Army Corps of Engineers. Early in his career, Spencer developed an appreciation for the value, efficiency, and cost savings observed while executing comprehensive Quality Control and Quality Assurance Programs during the lifecycle of construction and infrastructure projects.

ATL now offers online webinars making our current offering of technical seminars available to our current and potential clients. The seminars are intended to provide participants with an understanding of technical topics that will assist them with their project needs. ATL offers many support services for Architects and Engineers, we are proud to aid our clients with their professional development hour requirements. As an independent firm with experienced technical staff and AASHTO accredited laboratories, ATL has earned a solid reputation for providing comprehensive Pavement Engineering and Testing Services. ATL performs Pavement Consulting, Quality Assurance, or Quality Control, Testing of Hot Mix Asphalt Plant and Field Services. The nysta replaced the 3.1 mile Tappan Zee Bridge with a twin span cable stay bridge connecting Rockland and Westchester counties. The $3.98 billion bridge is one of the largest design build contracts for a transportation project in the United States.

ATL is able to provide accurate, detailed geotechnical data and design recommendations for efficient and cost effective foundation systems, slabs-on-grade, earthworks, and pavement structures. Led by experienced engineers and supported by in-house subsurface investigation capabilities and geotechnical laboratories. With experience on more than 6,000 successfully completed geotechnical and subsurface investigation projects throughout the Northeastern United States, ATL offers extensive knowledge and expertise in the field of geotechnical engineering.
