When you experience a leak in your concrete or clay tile roof, this is an indication that the 'underlayment' has failed in that area. Most concrete and clay tile roofs allow water to get under the tile, relying on the underlayment. Essentially this means that the underlayment becomes the roof. Generally, during new construction, only one layer of sub standard underlayment is installed.
