The Water Operations Unit is within the City's Public Works Department/Field Services Division. The Unit plans, and organizes the provisions of ongoing repairs, maintenance and instillation of the City's potable water system. The Water Operations Unit receives customer requests and concerns, prioritizes and responds to each prior to follow-up with the customer. On-call personnel respond to after hour's emergencies. The Unit is dedicated to providing these services in a timely and cost efficient manner through effective budget management, leading edge customer care, partnerships with the community, and grant opportunities.
Trash, recycling and green waste service is provided by CR&R Waste Services. In addition to normal trash collection, the County also sponsors several hazardous waste collections events throughout the year. Riverside County Waste Management conducts several Household Hazardous Waste collection events every year. The closest collection events for the City of Perris are in Moreno Valley. Illegal dumping is an on-going problem within the City, and usually occurs along roads and streets where no houses or businesses are located, or within alleys.

The Planning Division is dedicated to serving the public interest and facilitating community development. The current planning section manages the incremental day-to-day changes that shape our city. This section helps builders, developers, residents, and business owners get their projects done. This section uses the general plan, zoning code, and other tools, including various types of land use entitlement permits, to meet the spirit or intent of the law which is to develop a livable community.
