The Authority's mission is to plan and develop waste management systems that meet the highest environmental standards while providing the most efficient and reliable waste disposal services possible. We are a regional service organization assisting Member Jurisdictions with a variety of waste-related projects including recycling, resource recovery, composting, landfill gas-to-energy and solar. At the same time, we place a special emphasis on waste reduction. An underlying goal, inherent in all Authority projects, is to minimize waste disposal costs.

The Authority's unique structure as a multi-county agency allows us to respond quickly to the needs of participating jurisdictions. Our many years of experience allow us to expedite the procurement, permitting and financing stages of each project. We understand and are responsive to local concerns about waste management, because the Authority's board of directors is comprised of representatives from the participating jurisdictions. Our project planning procedures allow for citizen input, so we can address the quality-of-life issues associated with waste disposal projects.

The Authority has been a leader in providing renewable energy from waste for many years. As renewable energy resources are becoming more important, the Authority has expanded its role in providing renewable energy by developing solar energy projects at solid waste facilities. The 280 kw DC solar system on the roof of the Montgomery County Transfer Station helps to offset the electricity needs of the transfer station.

The Howard County New Cut Road Landfill/Worthington Elementary School Solar Energy Project began when the County Executive and the Howard County Department of Public Works tasked the Northeast Maryland Waste Disposal Authority with developing and issuing a Request for Proposals (RFP) for solar energy development at the New Cut Road Landfill. The RFP was issued to select and contract with a qualified vendor for the design, engineering, financing, construction, operation and maintenance of a solar array (Solar Project) to provide power to the Worthington Elementary School (School).

The Authority works closely with its member jurisdictions to develop and execute programs designed to increase residential and commercial recycling. We provide a full range of recycling services designed to increase recycling and reduce waste. Our services include program planning and development, budget analyses, contracting with materials recovery facilities (MRFs), technical guidance, developing collection programs, market analyses, education and training and public information programs.
