Gary was born and raised in Sheboygan, Wisconsin and attended local schools, graduating from Sheboygan South High School. He achieved the highest rank in Boy Scouts as an Eagle Scout in 1967. He attended the University of Wisconsin - Milwaukee for a Bachelor of Arts Degree in Political Science.
