In 1974, James K. Michels, who is now retired, opened the doors of EEI in Elburn, Illinois with four employees. The business plan then, as it is now, was to provide civil engineering services to public and private sector clients in northern Illinois. In 1992, the firm's scope of services expanded to include land surveying services, and further expanded in 1999 with the acquisition of Dundee Engineering in Dundee, Illinois, a civil engineering and land surveying firm. After occupying two separate locations in Elburn, Illinois for 20 years, EEI moved to its present facility in Sugar Grove, Illinois in 1994.
