After 37 years of providing engineering, surveying and architectural services in Tahoe and the Central Sierra communities I have retired. The K.B.Foster Civil Engineering Inc. office has closed although I have archived almost all the drawings and digital data created by our office and they are generally available, simply email office@kbfoster.com to inquire. I am very pleased to have been a significant part of the growth and maturation of this wonderful community. We have provided the design and construction management for some of the very important infrastructure and beautification improvements to our part of the Sierra.

Our staff of professionals and technicians was organized in 1978 as a California Corporation and has been providing professional services since that time. We are organized into departments for engineering, surveying, architecture and planning. Our planning services are primarily agency approvals processing facilitation, an area in which we have considerable experience.
K.B.Foster Civil Engineering, Inc. maintains an experienced planning and environmental documentation capability. We have successfully prepared environmental documents that have been certified by the lead agency. Our work is often prepared directly for a public agency as part of its pursuit of a public project. We have prepared Environmental Impact Reports (EIR); Environmental Impact Statements (EIS); Environmental Assessments (EA); and Expanded Negative Declarations. We are included on Placer County's list of qualified preparers of environmental documentation and are on TRPA's list of qualified consultants.
Our engineering staff designs projects that are well-integrated into the natural Lake Tahoe and Truckee environment, sensitive to topography, solar exposure, scenic concerns, and other environmental opportunities of a site. Our engineering staff work in-house to provide creative solutions to complex design challenges, that result in environmentally progressive, approvable plans. K.B.Foster Civil Engineering, Inc. specializes in handling medium sized ($1 to $10 million construction cost) engineering projects as well as small engineering projects where we get personally involved with our individual clients.
The Architects of K.B.Foster Civil Engineering, Inc. take pride in working one-on-one with our clients. Our architects are experts in site sensitive design of residential, commercial and public projects in the Lake Tahoe Basin, Truckee and Sierra and are known for taking creative approaches to challenging site design. Whether designing a new garage, a small addition and remodel, or a new lakefront residence, our architects take into account all factors of the specific site. They will examine your solar exposure, views, topography and vegetation in order to design projects that are both approvable in the Lake Tahoe Basin/Truckee areas, and are desirable to our clients.
Our survey department provides topographic and boundary surveys that meet all local agency requirements - including the Tahoe Regional Protection Agency (TRPA) and the Town of Truckee. We also provide ALTA/ACSM surveys, elevation certificates, boundary line adjustments, subdivision surveys and plats, and legal descriptions of property. In addition, we offer all types of construction staking - ranging from utility locations, to residential house layouts, to streets, to golf courses, to large subdivisions, to schools.
